Candidate Pipeline Development (CPD) or
Sourcing Process Outsourcing (SPO) is a form of business process outsourcing (BPO) where an employer outsources or transfers a part of its recruitment candidate sourcing activities to an external service provider.
SPO may involve the outsourcing of all or just part of recruitment candidate sourcing functions and process. The external service provider may serve as a virtual candidate sourcing department by providing a complete package of skills, tools, technologies and activities. The SPO service provider is the source for candidate pipeline development activity.
The biggest distinction between SPO and other types of staffing is Process such as Recruitment Process Outsourcing (RPO). In SPO the service provider assumes ownership of the sourcing process which includes both active and passive name generation and candidate profiling or pre-screening, while in RPO the services provider assume responsibility for the entire process from identification of a candidate through to the hire and on-boarding of the candidate.
